Before the disaster, they announce the possibility of its occurence, give early warnings and instructions on evacuation, and provide information on the prevention of injuries and loss or destruction of property. After the disaster, they may serve as invaluable information centers for the locations of victims, rumor control, announcements and instructions for the community, availability of community resources, and as a tangible source of hope for reconstruction and restoration of the community.
