Subject: The emergency Broadcast System (EBS) permits Federal, State, and local governmnents to communicate instructions and essential information to the public during emergencies through commercial and public radio and television broadcast stations. The EBS provides an organized means for public officials to rapidly disseminate emergency information intended to reduce loss of life and property, and to promote rapid recovery in the event of a natural disaster, a manmade disaster, or an attack on this nation.
