Occupants of the building noticed the smell, passersby spoke of it, and one group of City Hall employees remarked upon it. Gas workers were nearby, but did not pass on complaints to others of authority in the company. No one took any official action. The police, right across the street were not aware of any danger. At 3.30pm the building exploded and collapsed into rubble that caught fire almost immediately
