Exercise Explorer, the largest exercise ever held in Australia, was held over a three day period. The Exercise included all the emergency service organisations and tested the Ambulance Service of NSW and NSW Health?s capability to respond to a major incident involving a major structural collapse with mass casualties and involved 130 Ambulance Service and 20 Health staff.The exercise tested the following plans;? Displan? Healthplan? Amplan? Major Structural Collapse (USAR) Plan. The Exercise centred around a major structural collapse within the Sydney CBD caused by a terrorist attack involving a large vehicle bomb. The scenario was part of the National Counter Terrorism Committee?s planning strategy.
