"This is a report about an event where the importance of the second recovery phase was recognised right at the start. It was also recognised that for both financial and psychological reasons recovery cannot be provided for individuals or a community. They have to play the major part of the process and the role of the local authority and other agencies is to facilitate that process of recovery by whatever means are necessary.
