The development of the Risk Assessment Toolbox (RAT) is an innovative approach, away from paper based systems. Richmond Valley Council has developed its own approach. The RAT has been very successful and has proven to be an extremely effective tool in emergency risk management and this is evident by the fact that 20 other local government areas are now utilising the RAT to assist them with their emergency risk management studies. The RAT provides for a largely transparent approach and this is very important for the community/stakeholder consultation phase of the process. The RAT provid.es for an interactive knowledged based environment which is achieved through effective engagement of the community, involved agencies and other stakeholders.
