Based on the philosophy that an informed community is a prepared community, the Baulkham Hills Shire Council Local Disaster Plan (DISPLAN) identifies strategies to be used by the Local Emergency Management Organisation network. The Emergency Expo, the Committee's main promotional activity, represents one of these strategies. The Expo depicts a life-like response to a simulated disaster in front of a large audience. The Expo of Australia Day 1999, for example, depicted a mock light aircraft crash that trapped its occupants, disrupted gas and electricity supplies and also caused a motor vehicle accident. The resultant 40-minute response was fully narrated by an announcer who explained to the crowd of approximately 10,000 people the roles and tasks of each participating organisation.
