When a gas plant exploded in Eastern Victoria in September 1998, the resultant shutdown of gas supply caused a major emergency situation to emerge. Affecting the majority of the population and involving a major lifeline, this kind of emergency was a first for Victoria and created a need to rapidly address issues which had not previously been contemplated. Bruce Esplin, in his then role as Director of the Department of Justice's Emergency Management Policy Division, was instrumental in developing a senior level whole of government group that was capable of making, and then implementing, important decisions. The committee, called the Central Government Response Committee, also provides advice to government and continues to be part of Victoria's emergency management arrangements.
