This paper is phase one of a larger project, and was completed to better understand the immediate human dynamics of the event. Research was conducted by interviewing emergency personnel, citizens in the area with more than a passing knowledge of the situation but not having an official emergency function, and "people on the street". This report is a result of the intial interviews, which were conducted on an "as-available" basis.
