Subject: In June 1998 the Shire of East Gippsland in Victoria experienced one of the worst floods on record. The effects of the floods on the communities within East Gippsland were exacerbated because of the range of issues that were currently impinging upon the communities. The communities capacity to manage its own recovery heightened the impact of the flood.
