Subject: This publication is intended to illustrate how meteorologists and hydrologists must work with all members of the hazards community to mitigate the threats of natural hazards by implementing the goals of the International Decade for Natural Disaster Reduction (IDNDR). This requires the development and testing of viable preparedness plans. Meteorologists and hydrologists are the recognised authorities concerning meteorological and hydrological events affecting the country. They must be centrally involved in the planning process if success is to be assured
