This review into community support and recovery arrangements following disasters has been conducted under the auspice of the Disaster Recovery Subcommittee (DRSC) of the Community Services Ministers Advisory Council (CSMAC). The review was initiated as the result of a number of current issues and is based upon the following, nationally agreed definition of recovery - "Recovery is the coordinated process of supporting disaster affected communities in the reconstruction of the physical infrastructure and the restoration of the emotional, social, economic and physical wellbeing" (Australian Emergency Manual - Disaster Recovery, 1996.)
