Hurricane Mitch resulted in billions of dollars in damages and thousands of lives lost. Flooding and landslides, amplified by poor environmental and land use management, were a main cuase of devastation. If reconstruction is to achieve social and economic recovery, and improve resiliency to future natural disasters, watersheds must be used as the planning unit to guide policy and investment decisions.
