This set of guidelines is intended as a primer for personnel responsible for the identification and measurement of damages from natural hazard events. The need for such guidelines arises from the ad hoc measures that are often presented to the public as "damages" or impacts of natural hazard events. It is important to establish a standard set of definitions of and measurement methods for natural hazard damages and to create institutional frameworks that have the capability and resources to follow such guidelines
