This was the second workshop organized for researchers from the United States and Japan involved in the Group B (Transportation) of the Center-to-Center Project between MCEER (USA) and INCEDE (Japan). The workshop focused on emergency traffic management and control systems from both hardware and software viewpoints, a multidisciplinary approach among earthquake, transportation and social system engineering, economic issues, quick damage assessment, seismic risk analysis and retrofitting and reconstruction of transportation systems. This report includes all the technical papers presented in the workshop
