Review: Between November 2003 and April 2004, the Office of the Emergency Services Commissioner (OESC) in partnership with Maribyrnong City Council conducted a trial of the telephone warning message component of the Coode Island Community Warning and Information System. Community stakeholders in the areas surrounding the Coode Island Chemical Storage Facility were asked if they were willing to be part of the trial. 270 people volunteered to be participate. For those 270 people there were 453 phone numbers registered with Maribyrnong City Council to receive the message. The initial evaluation provided the Community Information Project Steering Group with the basis for exploring whether or not the system was operational and whether or not the system was changing stakeholder perceptions and behaviours with respect to emergencies in the area.
