The shift from emergency service delivery to community safety alters the traditional top-down, 'command and control' relationship with the community. In this new model, the community is seen as an active participant in it's own safety, rather than passive recipient of services. This requires emergency agencies to become specialists, facilitators and supporters of the community, while maintaining their traditional disaster response functions. These are challenging roles which requiring flexibility, new skills, and new approaches. Fortunately, rather than re-inventing the wheel, we are able to borrow and adapt approaches and models which have been proven in other jurisdictions, notably health promotion, community safety, risk communication and adult education.
