The super cyclone that hit the State of Orissa on October 29, 1999, caused the unprecedented devastation to as many as 12 districts of the state. It was a calamity of rare occurrence, warranting fresh approach towards disaster management efforts in the country. As a contribution to this effort, the National Centre for Disaster Management of the Indian Institute of Public Administration, a centre promoted by the Ministry of Agriculture, Government of India, has initiated a documentation project. The primary purpose of this project is to provide an information base to policy planners, disasters management experts, donor agencies, development agencies and NGOs who have or intend to, actively involve themselves in a disaster resistant redevelopment of the affected parts of the state. What follows is the first volume of NCDM's Report. This volume focuses on the actual turn of events commencing 25th October, when a depression was formed off the coast of Andaman, the response of the Government, and the aftermath of the cyclone. This also covers comprehensively the Super-Cyclone which followed on 29-30 October. The subsequent reports would look into some of the ongoing rehabilitation efforts - especially selected best practices and suggest possible development policies that could incorporate disaster prevention strategies
