The purpose of this action plan is to reduce the potential for loss of life and life-threatening injuries in earthquakes. Identifies recommended strategies, techniques, research needs, and resources required to initiate and sustain hazard abatement programs for existing seismically hazardous nonfederal buildings nationwide. Specifically focuses on nonfederal buildings, as separate coordinated actions are being taken to evaluate and correct earthquake deficiencies in buildings by federal agencies that own, lease, or are otherwise involved in the construction, use and managment of buildings. Is intended to provide a focus for the activities of diverse segments of government and the private sector and to highlight the major aspects and scope of the earthquake hazardous buildings problem nationwide. It also provides a framework for coordinating actions and suggests a pattern for sharing the financing of programs by the federal agencies responsible for implementing the NEHRP
