This document represents a Ministry position on Recovery and has been developed with input from the international Recovery Symposium that was held in Napier in July 2004. It outlines the context and the direction of future work for recovery as part of the 4Rs (Reduction, Readiness, Response and Recovery) approach to CDEM. Although many of the principles and concepts within the document apply to lifeline utilities, businesses (in the broadest context) and other agencies with a role in recovery, this document is not specifically aimed at those groups.
