The report is not a history of the earthquake or its aftermath and it does not canvass in detail the activities of the very many individuals and organisations that contributed to Newcastle's recovery and renewal. Rather, it is a recounting of the work of a unit established specifically to co-ordinate aspects of Newcastle's renewal. The report does canvass the reasons for setting up such a unit, why it developed the approach that it did, how it was funded, and what it did. Each volume attempts to be self-contained as to its particular subject, but is likely to be best understood in association with Volume 1, the Overview and summary
