This field circular aims to provide guidance for the conduct of civil defense support activities with particular emphasis on those that may be conducted overseas in a nonhost nation support environment. It contains information that will assist Civil Affairs (CA) personnel in negotiating, planning, supervising, directing, advising, maintaining liaison, and providing staff support to establish civil defense programs in any area in the event of war or natural disaster.
