The Office of Management and Budget (OMB) directed the Federal Emergency Management Agency (FEMA), as the administrator of the National Flood Insurance Program (NFIP) and the Federal agency having lead responsibility for flood hazard assessment and mitigation, to (1) investigate whether Federal agencies are complying with the requirements of the Order and determine what impact, if any, the Order is having on the level of Federal support in designated flood hazard areas, and (2) review the use of the base, or "100-year," flood standard used in the implementing the Order and other Federal flood hazard reduction programs
