Federal Agencies are being asked to be creative and innovative in developing cost-effective approaches to deliver necessary services. The Administration's and Congress's current focus on reform and cost-savings provides unprecedented support for FEMA to implement comprehensive reforms directed at achieving two primary goals : 1) reducing the cost of disasters and disaster assistance; 2) refining and clarifying the complementary emergency management roles of localities, States and the Federal Government.
