These guidelines are for use at local and community levels by municipalities, agencies and organisations, as well as by the community itself. They are intended to assist in determining the resilience and the vulnerabilities of the local community in terms of the risks which they face. This document is directed in the first instance to managers and planners from local government and agencies at community level. However, it can be used by community members themselves if they are engaged in emergency prevention or response of recovery activities.
