This report seeks, in addition to identifying and locating infrastructure-style lifelines, to also identify and locate the non-physical lifelines, so that the Hervey Bay City Council, its Counter-disaster Committee and other agencies may be able to access the information for general community purposes. It is particularly important that elements with heightened vulnerability - for example the old, the ill, the disabled, the young and those of a background in which a languate other than English is the first language - should be identified and catered for, as part of the dynamic process by which a caring community sees to the interests of all, and not some, of its members
