Subject: This report evaluates the performance of the National Weather Service (NWS) during the tornado outbreak of March 27, 1994. One of the storms struck the Goshen United Methodist Church in Alabama, killing 20 people and injuring 90 others during the Palm Sunday service. In all, 42 people were killed and 320 injured, primarily in Alabama and Georgia. The report provides a meteorological analysis of the storms, examines the usefulness of Doppler radar, describes assistance by a local amateur radio group, discusses the limited resources of rural county emergency management and law enforcement officials, evaluates the activation of the Emergency Broadcast System, and notes the use of NOAA Weather Radio. The report also includes several recommendations to improve warning effectiveness
