North Carolina town, cities and counties, just as in other communities throughout the United States, will increasingly need to develop a natural hazard mitigation plan to reduce risk to their citizens and property from the impacts of natural hazards. The most compelling reason necessitating mitigation planning is soon-to-be-enacted federal planning requirements to the Disaster Mitigation Act of 2000.
