Subject: On January 17, 1991, the President declared Pohnpei State of the Federated States of Micronesia (FSM), a major disaster area as a result of Typhoon Russ. Field activities were carried out jointly by the U.S. Federal and Pohnpei State Hazard Mitigation Officers. Actions included interviews, site visits, discussions and reviews of existing legislation, programs and policy. The recommended actions contained in this report reflect the combined effort of various Federal, FSM National and Pohnpei State government departments to identify opportunities for effective mitigation measures
