On September 12, 1992, President Bush declared the State of Hawaii to be a major disaster area as a result of damages from Hurricane Iniki (FEMA-961-DR-HI). The declaration for the State of Hawaii was for both individual and public assistance. This report offers hazard mitigation recommendations and guidance for federal, state and local officials to reduce vulnerability to damage from hurricanes throughout the State of Hawaii. The Hazard Mitigation Survey Team for Hurricane Iniki convened on October 16, 1992 and again on October 21 and 22, 1992. The Team prepared this report based upon information gathered during individual site visits, discussions and review of existing programs, policies and legislation. The body of this report transmits the Team's concerns and recommendations to the Federal Emergency Management Agency Regional Director, the Governor's Authorized Representative, state and local governments, and other regional and federal agencies that have applicable jurisdiction in the affected area
