Subject: Describes the application of permanent retrofitting measures that can be implemented on a residential structure to reduce future flood damage. Permanent retrofitting measures are preferable over temporary measures such as sandbagging for a number of reasons. For example, permanent measures are incorporated directly into the structure, which increases its quality and value. In addition, there is less dependence on human involvement, which cannot always be guarenteed during a flood. Finally, permanent measures may qualify the homeowner for a reduction in flood insurance rates
