Subject: This report transmits the Hazard Mitigation Survey Team's guidance and recommendations to the Federal Emergency Management Agency's Regional Director, the Governor's Authorized Representative, Government of Guam (GovGuam) and other federal agencies. The recommendations will provide a framework for typhoon-related mitigation opportunites which, when implemented, will save lives, reduce injuries and minimize damage from future typhoons throughout the Territory of Guam. The primary objectives of the report are to; Identify hazard mitigation actions which should be applied during the recovery, repair, and reconstruction effort not only in the affected areas, but throughout Guam; Suggest recommendations for improved emergency response operations during future typhoons; Suggest legislative avenues for implementing hazard mitigation programs in the Territory of Guam; and Assess effected local government's mitigation capabilities
