The passages of tropical cyclones Elaine and Vance into and across Western Australia occurred between 17 and 23 March 1999. The effects of the cyclones on the population of the State were experienced most intensively in the areas centred on Moora, Onslow and Exmouth, causing the need for simulatneous, large scale emergency response operations substantial distances apart. State emergency management arrangements for coordination of complex, multi-agency operations were crucial in, what become, cumulatively the largest emergency response effort in WA since World War II. Costs of the response operations have been estimated to be in excess of $80m
