In an effort to create a guide for state officials initiating or improving state programs, this model dam safety program was developed. It is meant to outline the key components of an effective dam safety program. It does not mirror any particular state program nor does it supplant any state's existing criteria. It is hoped that it will give guidance in the development of more effective and sustainable state programs that will ultimately eliminate the unnecessary risk created by unsafe dams
