Subject: The last five to ten years have witnessed an increased focus on the management as well as the technical aspects of dam safety. Coupled with this surge in activity has been a major effort by state governments to develop effective dam safety programs. In particular a great deal of attention is being paid to the implementation of rational, workable programs that can be responsive to the needs of providing for the public safety, the necessity of working with continuous fiscal constraints and the liabilities associated with the operation and regulation of water projects. At the federal, state and local levels of dam ownership the need for prudent design criteria that weigh these factors is a topic of ongoing discussion and development
