This report focuses on a plan to reduce damage, casualties, and interrruptions caused by California's earthquakes. The objectives of the plan are: to improve the performance of man-made structures through better hazard assesment and engineering, to improve the effectiveness of emergency response in the short term following damaging earthquakes through better understanding of the earthquake risks,and to improve the speed and effectiveness of post-earthquake recovery and reconstruction in the long term through better understanding of the social and economic effects of earthquakes
