Subject: Late in the evening of May 24, 1981, the city of Austin, Texas, experienced severe flooding of small creeks in the area, which resulted in the loss of 13 lives and costly damage to private and public property. The flooding resulted from very heavy and intense thunderstorm rainfall, which was part of a general system of intense thunderstorms in the area. Contributing to the formation of the intense thunderstorms was the combination of a destabilizing upper-air trough, an influx of moist unstable air into the vicinity of a surface convergency line, and an ample amount of surface heat. The storm system remained nearly stationary during the period of most intense rainfall in northwest Austin
