The purpose of this paper is to offer a conceptual framework for an enhanced role of telephone services in helping people recover from community emergencies. It will draw on a survey of Lifeline's centres to illustrate some key themes and issue sin current practice. It is hoped that this will facilitate development of a more enhanced, well informed, adequately resourced telephone response to people in community emergencies as part of an integrated ESR plan.
