The 1982-83 winter season in California was marked by an unusual number of severe storms. By some authoritative accounts, the waves generated by these storms were the most severe of the century. The resulting erosion and structural damage along the California coast were estimated to constitute a loss of serveal hundred million dollars. One particularly damaging storm occurred from February 27 to March 2, 1983. Following this storm, the Committee on Natural Disasters, a standing committee of the National Research Council, decided to deploy a study team on a brief reconnaissance of the California coast. The team's purpose was to observe the effects of the storm and to gather perishable data related to the characteristics of the storm and its effects on structures and the natural system
