In 1986 the Bureau of Meteorology began a program of upgrading its warning services for bushfires, tropical cyclones and severe local storms. An integral part of the upgrading program for severe storms has been a sequence of biennial conferences beginning in 1988. The first three of these meetings were primarily concerned with the scientific and technological issues which determine whether warnings can be issued in an accurate, timely way. At this Fourth Severe Thunderstorm Conference, the focus was shifted to the users of the service and their perceptions and expectations
