This handbook has been prepared to help UNICEF field staff co-operate with governments, local administrations and other organisations in identifying the particular needs of children in various kinds of emergency situations, and in planning and organising actions to meet those needs in the most appropriate manner. It brings together as much as possible of the information which may be needed to help determine priorities, plan programmes and define what, if any, inputs from UNICEF might be appropriate. The technical guidelines are derived/summarized from many of the existing publications of other competent organisations and incorporate the lessons of UNICEF's experience. A rudimentary understanding of UNICEF procedures and forms is assumed
