Its purposes include clarification of the role of the Uniting Church, primarily through Lifeline, in disaster recovery; the provision of reference material for working with disaster affected individuals and communities; outlining a method and process for training both paid staff and voluntary workers, including the essential topics to be covered in the course; and to draw together some helpful resource material. The manual begins with the role of the Uniting Church/Lifeline in Queensland and then moves to the philosophy and practice of disaster recovery programs. The third section of this 2nd edition is new material previously printed as separate guidelines. Having established this role and practice, the fourth and fifth sections address the training needs of recovery workers. Finally, attention is directed to some of the resource materials available
