The objectives were to: identify problems and issues in crowd management; identify criteria and options for coordinating the management of activities involving mass gatherings of people; and, develop a checklist of topics which persons with responsibilities for managing mass gathering events could use as a planning tool. The workshop achieved these outputs and a comprehensive checklist for use by emergency management and other personnel was developed. It will be circulated to state and territory police departments which specialise in major event/mass crowd planning
