"[This book] arose as a result of the award restructuring process that was taking place in the local government sector in 1990. The study documents the functions involved in being a community services worker in the area of home care, as well as the range of variables which impact ont he work. The purpose of this study was to ensure that the skills identified would be evaluated and accredited in the award restructuring process to enable the community services workers to be graded correctly under the new award. The restructuring of the local government award is, however, only a first step towards obtaining emplyment equity for community services workers." -- BOOK JACKET.
