Disaster response can be impressive in terms of technical competence, yet at the same time wholly inadequate, even damaging, to individuals at a personal level. Despite an abundance of material relating to disaster management, which includes nationally recognised guidance and individual contributions derived from experience of real events, certain elements of practice persist which are unhelpful and in many cases cause additional distress and trauma to those on the receiving end. The guidance explores the human and personal aspects of disaster response in relation to: management plans; plans and procedures; training; information and communication; inter-agency working; and general personal support. This document is not intended to provide a comprehensive reference source, but rather to focus on particular and persistent problem areas
