Previously plate covers were removed using primitive tools, at great risk to the operator, and often to no avail. Because of the urgency of the situation, attempts often had to be abandoned, and access obtained from plugs further away. Plugs are usually about 100 metres apart. This necessitated additional lengths of hose laid along the road for water conveyance.
