Subject: The project was conceived by the Director Technical Services Mr Stewart McLeod, out of his knowledge taht the flat terrain of Dubbo at and near the 1% ARI Flood Standard Level made it notoriously difficult to predict with certainty the real extent of the relevant flood standards for Dubbo. Mr McLeod was well aware that the 1975 Department of Lands orthophotomaps of Dubbo were an inadequate mapping base on which to accurately plot the extent of flooding in the City, and therefore set out to engage a private photogrammetry mapping firm to specifically fly and map the two flood plains of relevance to Dubbo, the Macquarie and Talbragar Rivers.
