A strong chemical odour was detected on the ground floor of Arrandale House, a City of Ballarat office building, at around 8.45am on the morning of Friday, 26 September 2001. This distinct smell dissippated at around 9.30am and was later replaced by "sweet perfume type smell" which became more pronounced as morning progressed. The source of the odour was unable to determined despite a thorough search. The prime strength of the odour was in the immediate vicinity of the organisation's mail room and co-incidently there were overseas letters being opened, including one from Iraq.
