Australia Post researched more than 1000 incidents of robbery in Australia and conducted 200 on-sit reviews. Marked difference emerged between outlets sustaining frequent robberies and others nearby with no history of robbery. We grouped these differences into 4 tiers, equating to 4 root causes of crime; that is, criminals are: 1. present and active; 2. find suitable localities; 3. can suitable targets; and 4. are likely to get away with something they want. We measured high crime risk only where each of the four root causes were present.
