The concept of the Animal Emergency Group formed out of disasters that struck Western Australia in 1999. When the town of Moora was flooded and Exmouth destroyed by a severe cyclone, the plight of animals during disasters became seriously apparent. Further, it was quickly noted that victims of the disaster who also lost a much loved pet took longer to recover than those who simply lost property.
